【特性描述】
当前内核支持邮件转PR，但不支持多个版本生成到同一个PR上。而邮件转换出来的PR，作者没有关闭的权限。
这就会导致代码修改过程中，多次提交生成多个PR的情况，且无法关闭，需要优化
